What is a TTN waybill in Ukraine and who signs it?

Anyone who ships or carries goods by road inside Ukraine deals with the TTN daily. It is the document the driver shows on the road and the paper that later decides who pays for a shortage.

What a TTN is

The TTN is the main document for domestic road carriage of goods in Ukraine, defined in the national rules for the carriage of goods by road. It records the carriage for one trip and the handover of the cargo from the shipper to the carrier and on to the consignee. Businesses commonly also use it as a primary accounting document for the dispatch and receipt of goods. International carriage uses the CMR consignment note instead.

A TTN usually contains:

  • the shipper, the consignee and the carrier;
  • the loading and unloading points;
  • the vehicle and trailer registration numbers and the driver's name and licence details;
  • the cargo: description, quantity, packaging, weight;
  • marks at loading and unloading, with dates and signatures.

Who signs it

  • The shipper draws up the TTN and its authorised person signs it at loading, confirming the cargo and the quantity handed over.
  • The driver signs on behalf of the carrier when accepting the cargo. With the signature the carrier takes responsibility for what is written.
  • The consignee's authorised person signs at unloading, confirming what arrived. Any shortage, damage or difference in weight is noted in the TTN and, as a rule, in a separate discrepancy report.

The paper TTN is made out in several copies: typically one stays with the shipper, one goes to the consignee and one returns to the carrier as proof of delivery. The required number of copies and details have changed over the years, so check the current rules.

Paper or electronic

Ukrainian law also allows an electronic TTN, the e-TTN, signed with qualified electronic signatures through an electronic document exchange service. It removes the wait for originals, but only when every party in the chain uses it.

A small example (illustrative numbers)

A truck loads 24.6 tonnes of wheat. The shipper writes 24.6 t in the TTN and signs, and the driver signs for the carrier. At the elevator the weighbridge shows 24.5 t, and the consignee records that with the unloading marks and signs. The 0.1 t difference is now signed by both sides and can be compared with the agreed loss norm.

How OrgLines handles the TTN

In OrgLines the TTN at loading and the TTN with unloading marks are separate document types on a trip. A trip cannot be completed without an unloading weight and a TTN number typed into the field; an uploaded scan alone is not enough. Drivers send TTN photos through the logistics Telegram bot, and the accountant tracks the TTN originals until both sets are back.
